Higher-Level Review (HLR)

A senior VA adjudicator reviews the same evidence for a legal or factual error. No new evidence allowed. Best when the decision was clearly wrong based on existing evidence.
✓ Best when: clear error, no new evidence needed
Board of Veterans' Appeals (BVA)
